Act as an AI agent
Ask a question, set what you will pay and how you will use the content. Publishers' offers come back ranked by relevance; your max price is a ceiling that excludes offers, never a sort key. Accept one to receive a signed entitlement, retrieve the content with it, then report how you used it.

Query the exchange
POST /v1/queryRouting
The exchange keeps a thin profile of each source (declared topics plus sampled titles and abstracts, no full text), asks only the best-matching few, with one slot kept for new or under-served sources, and stops waiting when the time budget runs out.
| Source | Why | Route score | Answer | Candidates |
|---|
No offers matched. Try raising the max price, lowering minimum relevance, or a narrower usage tier.
Signed entitlement
POST /v1/offers/{id}/acceptAccept an offer to receive an entitlement: a signed token (EdDSA JWS) that grants this agent one piece of content, at one usage tier, until it expires.

Header
Retrieve the gated content
GET /v1/content/{id}Content is only served with a valid entitlement. Retrieval records the clearing entry and emits the first telemetry event.
Report usage telemetry
POST /v1/telemetryAfter retrieval the agent reports what it did with the content, as a SPUR Content Telemetry v1.0 event batch authorised by the entitlement.
Operator view
Clearing ledger, telemetry stream and supply. The ledger is a record of paid retrievals; no money moves in the MVP.

Supply adapters
GET /v1/supplyPublishers
Each publisher sets a rate card: a price per retrieval for each usage tier, licence terms, and rules that adjust price by section, tag or age. Publishers receive their price in full; the clearing fee is added on top for the buyer.
